Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.

This role is an in‑office position based at our 10 Bay Street location. Our team is highly collaborative, and much of our work benefits from in‑person co‑creation, relationship‑building, and hands‑on partnership with leaders across the organization.

Our Customer Digital Experience Office is seeking a Senior Business Analyst, who represents business requirements to internal stakeholders, supports Product Owners and technical delivery partners, and stays involved during deployment to identify efficient and cost-effective changes to optimize functionality and the user’s experience.

What will I be doing?

  • Develop a thorough understanding of the business goals, practices and processes to translate into use cases and user-stories that define project scope and outcomes
  • Translate high-level, conceptual business strategies and objectives into user-stories to support Metrolinx business units’ transformational activities
  • In partnership with business leaders, develops strategies for the application of technology; leads or participates in the development of business cases
  • Investigates business office functions and processes and proposes improvements to business leaders to automate business functions and make best use of technology to improve effectiveness and customer-service experience
  • Work with the business leaders and users to develop key business metrics and performance measures to gauge effectiveness of tools relative to business strategies and goals
  • Identifies and facilitates development of documentation for new and modified business policies and procedures (e.g. standard operating procedures (SOPs); process and workflows) to ensure effective implementation of technology solutions
  • Lead the business office in solution testing and identify gaps, making recommendations for problem resolution and clarifying range of functions
  • Facilitate, lead, and participate in change efforts and provides expert technical support and opinions relating to the viability of alternative solutions
  • Facilitate dialogue and discussion between the business and internal and external providers to assist with prioritizing between competing objectives (i.e. run meetings, focus groups, joint sessions, workshops)
  • Assist to prepare business cases, options analysis; understand scope limitations and associated risks and manage expectations during project implementation
  • Represent the business to develop requirements and customer-focus objectives, especially during issues resolution
  • Collaborate with diverse stakeholders to gather qualitative and quantitative data needed for solid decision-making
  • Lead change management and testing efforts to prepare the business office for successful adoption of system changes to achieve business goals
  • Proactively identify opportunities for new technology/automation or streamlining of business processes and workflows
  • Promote innovation and encourages the adoption of best practices based on industry and business knowledge, while ensuring stability to operational integrity
  • Identify technology risks and potential impacts on business operations; performs readiness assessments
  • Develop project documentation and implementation procedures to meet corporate and industry standards and enable intended benefits to be realized
  • Educate others on system data and privacy security concepts and techniques
  • Uses testing period to mitigate risks and save time and money in implementation
  • Provide subject matter expertise to non-IT business leaders, partners, and project team members to assist with data interpretation and provide commentary for decision-making
  • Act as a resource to business leaders and HR in developing training and performance support
  • Model Metrolinx’s values and core competences, especially in dealings with external partners and in the handling of sensitive and confidential information

What Skills and Qualifications Do I Need?

  • Completion of a post-secondary degree in Computer Science, Information Systems, Engineering, Business Process Improvement, or a related discipline – or a combination of education, training and experience deemed equivalent
  • Demonstrated experience as a Business Analyst, preferably in the transport; retail construction industry and / or the public sector
  • Agile certification (Agile Certified Professional, IIBA Agile Analysis Certification (AAC)) an asset
  • Experience leading teams to successfully deploy technology solutions in transport, retail or construction industry is an asset
  • Experience with computerized quantitative and analytical tools (e.g. data modeling, workflows, and business process analysis), with MS Office (Outlook, Word, Excel, Visio, PowerPoint, Project, etc.), and with content/digital asset management systems
  • Interpersonal, oral/written/presentation communications skills to document and present business needs, specifications, reports, project documents, and implementation plans
