The Technology Management Section within the Communications & Energy Company's Company CIO Office leads strategic projects critical to the Group’s growth, including strengthening IT governance, optimizing IT investments, developing technology roadmaps, and advancing security measures. Acting as a bridge between business and technology, we collaborate closely with Company CIO Office across the Group to architect the future of Rakuten Group through technology. Position Details

To realize our technology strategy, you will lead the following initiatives: 

​・Stakeholder Management: Building and maintaining strong relationships and collaborating with relevant departments and key stakeholders

・Project Planning and Execution: Developing project plans, managing progress and issues, and leading the implementation phase

・Current State Assessment and Analysis: Investigating and analyzing existing IT environments and business workflows

・Solution Proposal and Implementation: Formulating and executing technical and operational solutions

Work Environment

The Technology Management Section is a diverse team comprising members with various technical backgrounds, including network infrastructure, server infrastructure, and web development. We are an organization that fosters active discussion while respecting each other's expertise. 

Communication with relevant departments is primarily conducted in English. 

While your primary affiliation will be with Rakuten Group, this role is expected to concurrently hold a position at Rakuten Mobile. 

　

Mandatory Qualifications:

・Over 5 years of experience in project management

・A proactive learner and self-starter who can independently acquire knowledge and take action to ensure project success, even in unfamiliar domains

・Basic knowledge of project management methodologies (e.g., PMP, PRINCE2)

・Experience in leading team members as a team lead or in an equivalent capacity

・Ability to identify issues independently and take proactive steps toward their resolution

・Strong communication skills to facilitate smooth collaboration and lead a team effectively

・Business-level proficiency in English

・Business-level proficiency in Japanese

Desired Qualifications:

・Professional certifications such as PMP or Project Manager (Information Technology Engineer Examination)

・Experience in projects utilizing cloud services (e.g., AWS, Azure, GCP)

・Experience in network maintenance and operations within a telecommunications carrier

・Experience in developing IT governance frameworks (policies, rules, processes, and guidelines)

Although your official affiliation will be with Rakuten Group's Company CIO Office, you will operate as a member of Rakuten Mobile's CIO Office, focusing on initiatives and support for Rakuten Mobile.

Proficiency in English sufficient for coordination with relevant departments is desirable.

TOEIC Score 800 above or possess equivalent abilities.
