JOB SUMMARY
Working in a team environment, the Financial Analyst supports the City's financial planning, capital project funding, and investment activities. This role is responsible for developing, analyzing, and monitoring the City's Capital Budget, ensuring alignment with funding sources and long‑term financial objectives. The position also manages the City's investment portfolio in compliance with the Public Funds Investment Act (PFIA).
QUALIFICATIONS
Education and Experience:
Bachelor's degree in accounting, finance, or related field required. One to three years of experience in a similar position in a municipal or other governmental finance department preferred. Computer system experience required.
Special Requirements:
Analytical, organizational and interpersonal skills required. Municipal Accounting experience and budget preparation experience highly desirable. Possession of a valid class "C" Texas driver's license required.
Knowledge, Skills and Abilities:
- Knowledge of Generally Accepted Accounting Principles (GAAP).
- Knowledge of governmental accounting and budgeting principles and practices.
- Knowledge of PFIA and municipal investment practices.
- Strong analytical, organizational, and financial modeling skills.
- Proficiency with Microsoft Excel, Word, PowerPoint, financial software, and data analysis tools.
- Ability to clearly and effectively communicate both orally and in writing.
- Ability to exercise good judgment, make competent decisions, handle multiple projects, prioritize and organize work assignments, meet deadlines, and work well under pressure and stress.
PHYSICAL DEMANDS
The work is sedentary and requires the ability to exert up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Additionally, the following physical abilities are required: fingering, hearing, lifting, mental acuity, pulling, pushing, reaching, repetitive motions, speaking, talking and visual acuity.
