Technical Writer (RFP Specialist) Location: Columbia, SC Hybrid (4 days in office, 1 days remote).

Project Scope:
We are seeking an experienced Technical Writer (RFP Specialist) to support the development of Request for Proposals (RFPs) for complex technology and business projects. The ideal candidate will have strong technical writing skills, experience gathering requirements from stakeholders, and the ability to create clear, detailed, and compliant procurement documents. This role will work closely with project teams, subject matter experts, leadership, and business stakeholders to develop comprehensive RFPs that accurately define project requirements, deliverables, evaluation criteria, and procurement expectations.
Key Responsibilities:
· Develop and write RFPs for multiple complex projects using established templates and standards.
· Facilitate meetings with stakeholders and subject matter experts to gather requirements and missing information.
· Document project scope, technical requirements, staffing needs, deliverables, timelines, and evaluation criteria.
· Define mandatory requirements, formatting guidelines, page limits, and scoring methodologies.
· Review and document business needs and procurement requirements.
· Gather information from SMEs, leadership teams, and historical project documentation.
· Ensure RFPs comply with procurement standards and organizational requirements.
· Create and maintain supporting documentation, reports, and visual materials.
· Collaborate with project managers, technical teams, and leadership throughout the procurement process.
· Manage multiple high-priority projects simultaneously while meeting deadlines.
Required Skills & Experience:
· 2+ years of technical writing experience creating structured documentation and business materials.
· Advanced proficiency with Microsoft Office Suite, including:
- Microsoft Word
- Excel
- PowerPoint
- Visio
· Experience working with templates, style guides, and branding standards.
· Strong documentation, organization, and attention-to-detail skills.
· Ability to gather and document business and technical requirements.
· Excellent written and verbal communication skills.
· Strong stakeholder engagement and facilitation skills.
· Ability to manage multiple projects and competing priorities effectively.
Preferred Skills:
· Experience working with project teams, leadership, and cross-functional departments.
· Previous public sector or government experience.
· Experience supporting procurement or RFP development processes.
· Experience with SharePoint, Microsoft Project, Access, and other project management tools.
· Experience in Medicaid, healthcare claims systems, or healthcare IT projects.
· Experience documenting project management and business requirements.
