Minimum Qualifications:

Bachelor's degree or equivalent in a related field. 4 years of relevant experience.

Preferred Qualifications:

· Experience with additional Azure services such as Azure Synapse Analytics, Azure Functions, Azure Storage or Data Lake, Key Vault, Azure Monitor, API Management, or comparable cloud data and integration platforms.

· Experience developing Power Apps, Power Automate workflows, or other Power Platform solutions.

· Working knowledge of Python, machine learning concepts, generative AI, and responsible AI practices; expert-level AI or data science experience is not required.

· Experience supporting HR analytics, HR information systems, workforce reporting, payroll, talent acquisition, learning, timekeeping, or related HR processes.

· Experience in a healthcare, academic medical center, higher education, public-sector, or similarly regulated environment.

· Experience with source control, deployment pipelines, data governance, and formal testing or change-control practices.

Job Summary:

This position provides advanced analysis and documentation, formulates logical statements of business and management problems, and develops solutions using more efficient operational procedures, workflows, and information technology solutions for institutional activities.

Job Duties:

The Lead HR Analytics and Business Intelligence Developer designs, develops, and supports enterprise HR data and analytics solutions. The position builds Power BI reports and governed semantic models; develops and supports Azure Data Factory pipelines, Azure Logic Apps, and related integrations; manages and enhances the Azure-based HR enterprise data warehouse; and administers HR-specific Azure resource groups and services in partnership with enterprise technology, cloud, security, and infrastructure teams. The role also responds to complex and time-sensitive data and analysis requests and partners with HR, Information Services, Finance, operational leaders, audit teams, and other stakeholders to deliver accurate, secure, and decision-ready workforce information in a healthcare environment. This is a lead-level individual contributor position with technical ownership for complex HR analytics and data solutions.

· Leads the technical design and delivery of complex, cross-functional HR analytics and data solutions, coordinating dependencies and resolving significant technical or data issues.

· Serves as the lead technical resource for HR analytics, Power BI, semantic modeling, Azure SQL, enterprise data warehouse development, and Azure data integration.

· Designs, develops, tests, deploys, and maintains Power BI reports and dashboards that translate HR and workforce data into clear, actionable information for operational and executive audiences.

· Develops and maintains governed Power BI semantic models, including dimensional structures, measures, calculations, hierarchies, relationships, row-level security, refresh processes, and performance optimization.

· Designs and maintains HR data models within the Azure enterprise data warehouse using dimensional modeling practices, reusable business logic, conformed dimensions, data lineage, and documented metric definitions.

· Writes, reviews, and optimizes advanced Azure SQL queries, views, stored procedures, and transformation logic supporting dashboards, recurring reports, audit extracts, and ad hoc analysis.

· Designs, develops, schedules, monitors, and supports Azure Data Factory pipelines and Azure Logic Apps that securely ingest, transform, orchestrate, and route data and workflow events across HR, payroll, recruiting, learning, timekeeping, finance, shared mailboxes, files, APIs, and other approved enterprise sources.

· Administers and monitors HR-specific Azure resource groups and services, including configurations, service connections, managed identities, access assignments, diagnostic settings, budgets, and resource utilization, in coordination with enterprise cloud, infrastructure, networking, identity, security, and governance teams.

· Manages and supports the Azure-based HR data warehouse environment, including monitoring data loads, troubleshooting failures, improving performance, and maintaining reliable data availability.

· Maintains deployment procedures, support runbooks, data-flow diagrams, resource inventories, and recovery instructions for the HR Azure environment and its production integrations.

· Responds to complex and time-critical requests from leadership, state agencies, auditors, regulatory bodies, and other authorized parties; coordinates across teams to gather and reconcile data, document assumptions, validate results, and deliver complete submissions within required deadlines.

· Performs data analysis to identify workforce trends, exceptions, risks, root causes, and opportunities and communicates findings, limitations, and recommended next steps.

· Partners with stakeholders to translate business questions into sustainable, governed analytics solutions and communicates priorities, status, risks, and delivery expectations.

· Develops user-friendly analytical tools and workflow solutions using Power Apps and related Power Platform capabilities when appropriate.

· Performs related duties as assigned.

Knowledge/Skills/Abilities:

· Advanced Power BI development skills, including Power Query, DAX, data modeling, semantic models, security, refresh management, performance tuning, and deployment practices.

· Strong Azure SQL and relational database skills, including complex querying, reusable database objects, troubleshooting, and query optimization.

· Ability to administer Azure resources within assigned HR resource groups and apply Azure security and operational concepts, including resource configuration, role-based access control, Key Vault, managed identities, service connections, monitoring, diagnostic logging, cost awareness, change control, private connectivity concepts, environment separation, documentation, and compliance with enterprise cloud governance.

· Strong knowledge of Azure Logic Apps and event- or workflow-based integration patterns, including connectors, triggers, actions, error handling, secure configuration, and operational monitoring.

· Advanced Azure data engineering skills, including Azure Data Factory pipeline design, orchestration, scheduling, monitoring, troubleshooting, incremental data-loading patterns, and production support.

· Strong knowledge of dimensional modeling, star schemas, slowly changing dimensions, conformed dimensions, data lineage, and enterprise data warehouse concepts.

· Ability to manage competing priorities and deliver accurate work under short deadlines, especially for audits, state reporting, regulatory requests, and executive inquiries.

· Ability to reconcile information across multiple systems, identify data-quality issues, document assumptions, and explain analytical results to technical and nontechnical audiences.

· Knowledge of data security, role-based access, privacy, and responsible handling of sensitive employee and healthcare workforce information.

· Strong written communication, stakeholder coordination, problem-solving, and documentation skills.

The position may be security-sensitive and may involve access to confidential workforce information and critical data infrastructure. Salary Range:

Actual salary commensurate with experience.

Work Schedule:

Partial remote work to be determined by the department. 8 am to 5 pm, Monday through Friday, and as needed on occasion.
