Artificial Intelligence (AI) and digital health technologies are transforming healthcare by enabling innovative solutions that enhance health system efficiency, service delivery, and patient outcomes, contributing to the achievement of Universal Health Coverage (UHC) and the health-related Sustainable Development Goals (SDGs).
The Government of Chhattisgarh has formally requested WHO-SEARO's technical support to develop and implement a roadmap for UHC and health-related SDGs in the state. This collaboration was advanced through the Joint Consultative Meeting for the Development and Implementation of UHC and Health SDG Roadmaps in Chhattisgarh and Madhya Pradesh (Bhopal, April 2026) and the Swasth Chhattisgarh Consultation (Raipur, June 2026). Digital health and AI constitute a cross-cutting enabler of the state's UHC acceleration agenda, with implementation to be intensified in designated beacon districts alongside statewide efforts.
As part of this agenda, WHO-SEARO is supporting the Government of Chhattisgarh on the state's digital health action plan, the evaluation of AI tools in health — including SAKSHAMA and other AI applications proposed to be taken forward for evaluation in the state — and the scale-up of digital health innovations. Intelehealth is supporting the Government of Chhattisgarh and WHO-SEARO in operationalising telemedicine, digital health, and AI interventions in the state, including under an Agreement for Performance of Work (APW) with WHO.
The Senior Digital Health & AI Project Coordinator will be Intelehealth's dedicated in-state resource, based in Raipur, to coordinate digital health and AI interventions across Chhattisgarh — including AI evaluations and digital health innovations — working in close collaboration with WHO-SEARO's Digital Health team and the Department of Health and Family Welfare, Government of Chhattisgarh.
Under the supervision of the designated lead at Intelehealth and in close collaboration with WHO-SEARO's Digital Health team , the Senior Digital Health & AI Project Coordinator will undertake the following responsibilities:
- Serve as the state-level project coordinator for digital health and AI interventions supported by WHO-SEARO and Intelehealth in Chhattisgarh, at the state level and in the designated beacon districts, under the state's UHC and health-SDG acceleration agenda.
- Support the Government of Chhattisgarh in the development, refinement, and implementation of the state's Digital Health and AI roadmap/action plan, ensuring alignment with the Ayushman Bharat Digital Mission (ABDM), national digital health standards (including HL7 FHIR), and WHO guidance.
- Coordinate the design, protocol development, ethics and regulatory processes, field operations, and reporting of AI evaluations in the state — including the evaluation of SAKSHAMA and other AI tools taken forward for evaluation in Chhattisgarh — in collaboration with government counterparts, evaluation partners, academic institutions, and funders.
- Coordinate the implementation and scale-up of digital health innovations in the state, including telemedicine (hub-and-spoke models and eSanjeevani last-mile strengthening), AI-enabled screening and decision-support tools, and digital platforms for maternal and child health, communicable diseases, and NCDs.
- Support the operationalisation of digital health and AI activities under the WHO–Intelehealth workplans, including readiness assessments, capacity building of frontline health workers and medical officers, and support to the NHM Programme Management Unit.
- Provide expert technical advice to the Department of Health and Family Welfare, NHM, and State Health Systems Resource Centre on program objectives, execution options, and implementation plans for digital health and AI.
- Support the framing and application of context-appropriate frameworks by which AI models are evaluated for accuracy, safety, usability, equity, and cost-effectiveness, and the pathways by which promising AI applications transition from proofs-of-concept to scaled, sustainable deployments in the state.
- Establish and maintain monitoring mechanisms, dashboards, and progress reports to track digital health and AI implementation in the state and beacon districts, and its contribution to health outcomes and equity.
- Facilitate coordination across stakeholders — state government, technology partners, evaluation partners, academic institutions, and funders — including organising review meetings, workshops, and field visits.
- Develop and deliver training programs, workshops, and capacity-building initiatives to enhance digital health and AI literacy among state and district health officials and frontline workers.
- Conduct research and analysis on emerging digital health and AI trends, opportunities, and challenges relevant to Chhattisgarh to inform state policy and programming.
- Contribute to knowledge-sharing and documentation of best practices through reports, publications, presentations, and digital platforms.

Over a 12-month period, the Senior Digital Health & AI Project Coordinator will:
- Coordinate and support the completion of the SAKSHAMA evaluation in Chhattisgarh, including finalised evaluation protocol, ethics/regulatory clearances, field data collection, and evaluation report.
- Coordinate and support additional AI evaluations taken forward in the state, with agreed protocols, implementation plans, and progress reports for each.
- Support finalisation and phased implementation of the Chhattisgarh Digital Health and AI roadmap/action plan, with a costed workplan for the state and beacon districts.
- Deliver quarterly progress reports and dashboards on digital health and AI implementation in the state and beacon districts, shared with the Government of Chhattisgarh, WHO-SEARO, and Intelehealth.
- Support the operationalisation of telemedicine and digital health interventions, including readiness assessments, training completion reports, and documentation of hub-and-spoke operationalisation.
- Develop capacity-building materials and facilitate training sessions on digital health and AI applications for state and district health officials and frontline workers.
- Document and disseminate best practices and lessons learned from digital health and AI implementation in Chhattisgarh, including at least two knowledge products (case studies, policy briefs, or presentations).
- Facilitate and assist in organizing state-level review meetings and at least one state workshop on digital health and AI.
Requirements
Educational Qualification:
- Essential: PhD strongly recommended/Master's degree in data science, public health, computer science, engineering, mathematics, law, or a related field with 7+ years of combined education and experience in health and technology development/application
- Desirable: Additional degree or specialized training in artificial intelligence, data science, or health informatics.
Essential Experience:
- At least 7 years of experience working on digital and AI projects or delivering data science applications in health services.
- Experience in developing conceptual frameworks, policy proposals, or strategic plans for digital and AI and data science.
- Direct experience in advising on the technical implementation of digital, AI and data science in health systems.
- Experience in having supported the development, testing, launch, or actual scale-up of any AI-based technology. Experience in technology assessment and product development is an advantage.
- Collaborative track record of partnering with governments, Ministries of Health, NGOs, academic institutions, and global funders, particularly in the Global South, including playing a technical advisory role.
- Demonstrated program or project management expertise: from work plan concept development through implementation, with strong organizational and prioritization skills.
- Attention to detail, including the ability to scrutinize budgets against work plans and deliverables.
- A demonstrated understanding of AI at a conceptual level.
- Excellent presentation design skills
Desirable Experience:
- Experience in research-to-policy engagements, and facilitation of digital & AI strategies in health
- Experience of working with state governments in India, particularly with the National Health Mission and state health departments
- Working knowledge of Hindi and familiarity with the Chhattisgarh health system context
Skills:
- Proficiency in English (reading, writing, and speaking) at an advanced level.
- Proven expertise in designing and implementing digital & AI initiatives in health.
- Strong knowledge of digital & AI applications for public health innovation and health system strengthening.
- Experience in digital transformation and health policy development at the national level.
- Ability to provide sound policy and technical advice on AI in health to institutions and governments.
- Familiarity with project management methodologies, process reengineering, and innovation frameworks.
- Proficiency in standard office productivity tools (text processing, spreadsheets, presentations).
