Position Summary

MassHealth is seeking an experienced Technical Project Manager to lead complex enterprise IT initiatives supporting critical healthcare systems and business operations. The ideal candidate will possess strong project delivery expertise, technical acumen, risk management experience, and the ability to coordinate multiple workstreams across business, architecture, infrastructure, development, and executive stakeholders.

Key Responsibilities

  • Develop and manage detailed project plans, schedules, milestones, dependencies, and deliverables.
  • Coordinate activities between project teams, technical teams, and Chief Technology Office resources.
  • Review technical and architectural designs to ensure scalable, resilient, and supportable solutions.
  • Manage project scope, risks, issues, assumptions, dependencies, and change requests.
  • Facilitate project governance, status meetings, stakeholder communications, and executive reporting.
  • Collaborate with business leadership on release planning and project prioritization.
  • Track progress against project schedules, budgets, and resource plans.
  • Develop and execute: 
  • Risk Management Plans
  • Change Management Plans
  • Quality Assurance Plans
  • Testing Strategies
  • Remediation Plans
  • Support work breakdown structures (WBS), project budgeting, staffing plans, and resource allocation.
  • Monitor project health and implement corrective actions when necessary.
  • Prepare project dashboards, status reports, risk logs, and executive briefings.
  • Ensure adherence to Commonwealth PMO standards, security requirements, and governance processes.

Required Qualifications

  • Bachelor's degree in Computer Science or equivalent experience.
  • 10+ years of overall IT experience.
  • 8+ years of Project Management experience leading projects from initiation through implementation.
  • 5+ years of experience managing large-scale enterprise-wide IT projects.
  • Experience managing multiple concurrent projects with competing priorities.
  • Experience developing project documentation, requirements, schedules, and status reports.
  • Experience using: 
  • Jira
  • Microsoft Project
  • SharePoint
  • Visio
  • Microsoft Office Suite
  • Strong knowledge of SDLC methodologies and enterprise application delivery.

Preferred Qualifications

  • PMP Certification.
  • Certified Scrum Master (CSM).
  • Experience managing Agile, Waterfall, and Hybrid projects.
  • Experience delivering AI or emerging technology initiatives.
  • Healthcare, Medicaid, MassHealth, or public-sector experience.
  • Strong understanding of government security and regulatory requirements.
  • Experience leading cross-functional teams in matrixed organizations.
