Heartline Staffing, in partnership with Purple Cow Recruiting, is seeking an experienced Bridge Project Manager for a full-time hybrid opportunity in Allentown, Pennsylvania. This position is designed for a licensed Professional Engineer with extensive bridge structural engineering and engineering project management experience who can lead complex transportation projects from concept through completion.
POSITION OVERVIEW
The Bridge Project Manager will lead and mentor engineering teams while managing project scope, schedules, budgets, technical resources, subconsultants, quality, risk, and client relationships. This individual will be responsible for successfully delivering bridge and structural projects while providing strong technical and project leadership throughout the entire project lifecycle.
KEY RESPONSIBILITIES
- Manage bridge and structural engineering projects in accordance with established scope, schedule, and budget
- Lead projects from initial concept and planning through final completion
- Collaborate with engineering disciplines and subconsultants to develop project scopes and fees
- Develop project-specific Project Management Plans and Quality Management Plans
- Create, maintain, and manage project schedules
- Manage project budgets, financial performance, and project status
- Manage subconsultants and coordinate multidisciplinary technical resources
- Monitor project progress and proactively identify and mitigate project risks
- Develop extra-work order requests and open-end contract task proposals
- Communicate project status, updates, risks, and issues to internal and external stakeholders
- Participate in project financial-status meetings
- Prepare progress reports and review project invoices
- Develop and lead project-status presentations
- Build strong relationships with clients and understand individual project requirements and preferences
- Coordinate technical resources to ensure delivery of high-quality engineering work
- Lead and mentor engineering team members
- Establish expectations and goals and provide ongoing feedback and coaching
- Conduct one-on-one meetings, project debriefs, and lessons-learned discussions
- Support employee development through continuous performance management
- Assist office and practice leadership with marketing and business-development activities
- Participate in Go/No-Go decisions, proposal development, and project interviews
- Support successful delivery across multidisciplinary transportation projects
WORK ARRANGEMENT
- Full-Time
- Hybrid – Allentown, Pennsylvania
- Monday, Tuesday & Thursday – In Office
- Wednesday & Friday – Remote
- Occasional Field Work Required

Requirements
- Bachelor's Degree in Civil Engineering or Related Field from an ABET-Accredited Engineering Program REQUIRED
- Minimum 10 Years of Bridge Structural Engineering and Engineering Project Management Experience REQUIRED
- Active Professional Engineer (PE) License REQUIRED
- Strong Bridge and Structural Design Knowledge REQUIRED
- Engineering Project Management Experience Including Scope, Schedule, Budget, and Financial Management REQUIRED
- Experience Managing Subconsultants REQUIRED
- Project Risk Management Experience REQUIRED
- Experience Developing and Managing Project Management Plans and Quality Management Plans REQUIRED
- Experience Leading and Coordinating Multidisciplinary Engineering Teams REQUIRED
- Strong Client and Stakeholder Communication Skills REQUIRED
- Strong Presentation Skills REQUIRED
- Proficiency with Microsoft Office REQUIRED
- Ability to Work Hybrid in Allentown, PA Three Days Per Week REQUIRED
- PennDOT Project Experience Strongly Preferred
- Experience Working with County and State-Level Clients Preferred
- Design-Bid-Build Experience Preferred
- Design-Build Experience Preferred
- P3 Project Delivery Experience Preferred
IMPORTANT: Candidates must have a genuine bridge structural engineering background in addition to project management experience. General civil project management without significant bridge/transportation-structure experience does not meet the core requirements of this position.
