HealthPartners is hiring an Absence Systems Analyst. This position is responsible for the business administration, policy and plan interpretation, functional analysis, auditing, testing, reporting, and continuous improvement of union and non-union absence and time-away programs supported through Oracle HCM. Serves as the Benefits functional subject matter expert for PTO, sick leave, vacation, and other in-scope time-away plans.

Partners with HR Technology, Payroll/myTime, Labor Relations, Compliance, HRSC, and other Human Resources teams to translate policy, regulatory, and contractual requirements into business requirements, testing scenarios, operational processes, communications, and training. Performs Tier 2 research and root-cause analysis and coordinates end-to-end resolution of systemic absence issues with the accountable functional teams.

Supports implementation of new programs, collective bargaining agreement changes, Oracle enhancements, recurring audits, reporting, communications, and process improvements. Defines business requirements and validates system results while partnering with HR Technology on configuration, integrations, technical corrections, and Tier 3 system support.

MINIMUM QUALIFICATIONS:

Education, Experience or Equivalent Combination:

  • Bachelor's degree in Human Resources, Business, Information Systems, or related field, or equivalent combination of education and experience.
  • Minimum three years of experience in absence management, HRIS, payroll, benefits administration, or related HR operations.
  • Experience administering policy-based programs and applying collective bargaining agreement provisions in partnership with Labor Relations.
  • Experience working with HR systems, reporting tools, and data analysis.

Knowledge, Skills, and Abilities:

  • Knowledge of absence and time-away programs, including PTO, sick leave, vacation, paid leave programs, and related state and local requirements applicable to those programs.
  • Strong analytical and problem-solving skills.
  • Ability to interpret plan documents, policies, and collective bargaining agreements.
  • Strong verbal and written communication skills.
  • Ability to manage multiple priorities and deadlines.
  • Ability to work effectively across HR, Payroll, Technology, and operational teams.
  • Strong testing, auditing, and documentation skills.

PREFERRED QUALIFICATIONS:

  • Education, Experience or Equivalent Combination:
  • 2+ years of Oracle HCM Cloud Absence Management experience.
  • Experience supporting unionized workforces and collective bargaining agreements.
  • Experience writing functional requirements and testing system changes.
  • Experience with HRIS implementations and integrations.
  • CEBS, SHRM, HRCI, or related certification.
  • Experience with applicable state regulations.

ESSENTIAL DUTIES:

Oracle Absence Administration and Functional Support (25%)

  • Serve as the Benefits functional subject matter expert for the business administration of union and non-union absence plans within Oracle HCM.
  • Partner with HR Technology, Payroll, Labor Relations, Compliance and IT teams to define business requirements, analyze impacts, and implement absence-related system enhancements.
  • Support configuration changes, testing, troubleshooting, and validation activities for absence plans.
  • Identify opportunities to improve processes, automation, colleague experience, and operational efficiency.
  • Create and maintain system documentation, work standards, and business requirements.
  • Perform Tier 2 research and root-cause analysis for complex plan, policy, eligibility, accrual, and calculation questions.
  • Coordinate end-to-end resolution of systemic absence issues in partnership with the accountable functional teams, including HR Technology, Payroll/myTime, HRSC, Labor Relations, and Compliance.
  • Escalate technical defects, configuration corrections, integrations, and Tier 3 system issues to HR Technology.

Absence Plan Administration (20%)

  • Provide business administration and functional oversight for union and non-union absence plans, including PTO, sick leave, vacation, and other in-scope time-away offerings.
  • Partner with Labor Relations on the interpretation and operational implementation of collective bargaining agreement provisions affecting absence programs.
  • Ensure plans are administered in accordance with company policies, collective bargaining agreements, and regulatory requirements.
  • Review plan changes and contractual modifications to determine operational and system impacts.
  • Support implementation of newly negotiated union provisions affecting absence programs.

Testing, Auditing, and Compliance (15%)

  • Develop and execute testing plans for Oracle updates, plan changes, collective bargaining agreement updates, and regulatory requirements.
  • Perform audits and reconciliations to ensure system accuracy and data integrity.
  • Investigate and resolve complex absence calculation, accrual, eligibility, and interface issues.
  • Partner with Compliance and Labor Relations to translate applicable regulatory and contractual requirements into plan administration, business requirements, testing scenarios, and operational processes.
  • Conduct recurring biweekly, annual, and event-driven audits of accruals, balances, caps, eligibility, plan assignments, payouts, and other key plan provisions.
  • Document audit results, coordinate corrective actions with the accountable functional team, and validate resolution.

Payroll and Vendor Support (10%)

  • Partner with Payroll/time keeping systems to ensure accurate absence processing and earnings calculations.
  • Support absence-related integrations and interfaces.
  • Assist with data validation and file transmission audits.

Reporting and Analytics (10%)

  • Develop, run, and analyze absence reports and metrics.
  • Monitor absence trends, usage patterns, and compliance measures.
  • Provide data and recommendations to HR leadership and operational partners.
  • Support internal and external audit requests.

Communications and Training (10%)

  • Develop and maintain employee and HR resources related to absence programs.
  • Create training materials and deliver training to HR, managers, and operational partners.
  • Communicate plan changes, process updates, and system enhancements.
  • Provide technical and plan interpretation support to HRSC for individual colleague cases. Communicate directly with colleagues when specialized plan expertise is required or when assigned as part of a coordinated case-resolution process.

Project and Continuous Improvement Support (10%)

  • Participate in Oracle releases, upgrades, and implementation projects.
  • Support annual absence plan rollovers, accrual updates, and year-end activities.
  • Assist with special projects related to leave administration, labor agreements, regulatory changes, and technology enhancements.
  • Recommend and implement process improvements to enhance service, accuracy, and compliance.
