Job Description
We are seeking an experienced Project Manager III to support the Family and Economic Support Technical Services (FESTS) section within the Wisconsin Department of Children and Families. The role will support complex child support systems and multiple projects using Waterfall, Agile, and Hybrid Agile methodologies.
The Project Manager will provide project coordination, PMO support, risk and issue management, work-plan management, status reporting, resource tracking, stakeholder communication, and coordination between business and technical teams.
Key Responsibilities :
- Manage and coordinate multiple application development and support projects.
- Lead projects through all phases of the Software Development Life Cycle (SDLC).
- Develop and maintain detailed project plans and workplans.
- Manage project action items, backlogs, risks, issues, and dependencies.
- Develop risk mitigation plans and ensure timely issue resolution.
- Prepare status reports, meeting agendas, meeting minutes, instructions, and communication plans.
- Track resource allocation and project milestones.
- Serve as a liaison between business stakeholders and technical teams.
- Support process improvement initiatives and PMO activities.
- Work with business customers to document requirements, analysis, and design deliverables.
- Support systems analysis, design, testing, implementation, and maintenance activities.
- Coordinate Unit/Development Testing, Systems Testing, and User Acceptance Testing.
- Support system modernization and data conversion/data management projects.
- Apply standard project management practices, including PMI-based methodologies.
Qualifications
- 8+ years of application development and support project management experience across the full SDLC for large, complex systems such as Health & Human Services, Insurance, Banking, or similar industries.
- 10+ years creating detailed workplans using automated project management tools.
- 10+ years of excellent oral and written communication skills.
- 10+ years of technical writing and documentation experience.
- 10+ years of experience with Microsoft Office products, including Excel, Outlook, Project, and Word.
- 3+ years of system modernization project experience.
- 5+ years of experience with Unit/Development Testing, Systems Testing, and supporting User Acceptance Testing.
- 2+ years of SharePoint experience, including access administration.
- 10+ years working with business customers to document requirements, analysis, and design deliverables.
- 3+ years of project management experience related to data conversion and data management.
Additional Information
- Child support system certification experience.
- Experience executing and documenting the Test Deck for IV-D system certification.
- Financial and Case Management Child Support Enforcement systems development and maintenance experience.
- Experience with ALM tools such as Azure DevOps or JIRA.
