About the Role: As an Product Manager you will own the product outcome for the Annuity and Retirement Plan Forms area within Security Benefit's CCDM operating model, independently owning product direction and the Epic-level backlog for policyholder- and plan-participant-facing forms — new business applications and enrollments, compliance documents, and post-issue policy change forms — across annuity and retirement plan product lines. Operating independently on standard product management cases, the PM serves as the voice of the customer, maintains the Epic-level backlog, defines the 6–9 month product roadmap, and drives quarterly planning and value delivery for forms governance and regulatory alignment. This is the core professional-level role in the Product Management series — expected to function without daily supervision while escalating complex or ambiguous decisions appropriately.

The Product Manager position reports to the Vice President, Portfolio Strategy & Delivery and can be based out of our office in Topeka or Overland Park, Kansas. We work a hybrid schedule, offering flexibility to work both remotely and on-site.

  • Define and maintain a 6–9 month Epic roadmap for forms modernization, aligned to Security Benefit's strategic themes and CCDM operating model
  • Communicate product vision and roadmap for the forms backlog to stakeholders, delivery team, and leadership
  • Own the end-to-end forms inventory across three document types — New Business (applications, enrollments, suitability), Compliance Documents (disclosures, prospectus materials, buyers guides), and Post-Issue Policy Changes (financial and non-financial changes)
  • Identify and validate product opportunities based on customer needs, regulatory change, and business priorities, including forms governance, version control, and sunset schedules
  • Serve as an expected primary source of portfolio intake and lead cross product team and / or cross business team collaboration — surfacing forms needs from Legal/Compliance, Operations, Product Management, Marketing, and Sales, converting them into Initiatives once they meet the Predefined Portfolio Governance Thresholds
  • Own Epic-level backlog prioritization, balancing regulatory deadlines, customer comprehension, compliance requirements, risk, and delivery capacity
  • Collaborate with Product Team BAs on story readiness and acceptance criteria for form changes — story-level detail is owned by the BA where a BA exists; otherwise by the product team, with Delivery Manager facilitation
  • Partner with the Tech Lead on Enabler Epic identification and sequencing for forms automation and digital delivery
  • Drive quarterly objective setting and Epic prioritization for QPE; present the prioritized Epic list and commit to quarterly objectives and Epic targets
  • Serve as the primary point of contact for business stakeholders — Legal/Compliance, Operations, Product Management, Sales, and Design partners — in the forms product area
  • Represent customer needs — financial professionals, policyholders, plan participants, and SB associates — to the delivery team
  • Define and track KPIs and OKRs for delivered increments — including error rates, cycle time, and filing turnaround — and confirm value realization when Initiatives complete
  • Ensure product processes comply with internal audit requirements, state insurance filing requirements, DOL/ERISA regulations, IRS rules, NAIC model regulations, and license agreement delivery tracking
  • Provide Initiative health data to Portfolio Governance for portfolio-level reporting

What We’re Looking For:

  • Bachelor's degree in Business, Finance, Insurance, Communications, or related field, or equivalent work experience
  • 2–4 years of product management experience in annuity, life insurance, or retirement plan operations, compliance, or a technology-enabled environment
  • Working knowledge of annuity contract structures, retirement plan types (DC/DB, IRA, 401(k)/403(b)), and related regulatory frameworks (ERISA, IRS, state insurance law)
  • Experience owning a product backlog and driving Agile delivery ceremonies
  • Demonstrated ability to translate complex or legal concepts into clear customer language and product requirements
  • Strong communication and stakeholder management skills
  • Familiarity with Agile/Scrum frameworks and product management tooling (Jira, Azure DevOps, or similar)

Preferred Qualifications:

  • Experience with forms design/automation tooling
  • Certified Scrum Product Owner (CSPO), SAFe Product Owner/Manager, or equivalent
  • Prior experience at a life insurance carrier, annuity issuer, TPA, or retirement plan recordkeeper
