Brief Job Description:
Acts as the owner representative with the architect/engineer and building contractor on individual projects and performs construction project management duties for the life cycle of a renovation, remodeling, or major repair project for the Supported Living Centers and State Hospitals. The position will review and advise on changes requested by the project owners, architects and contractors and will consider changes in budget, scope, and completion timelines during the execution of the contract. This position will review and advise facilities on electrical system operations, repairs, and renovations.
Manage and perform comprehensive technical engineering design review, equipment submittal assessments, field quality assurance inspections, and high-tier diagnostic emergency troubleshooting for all HSCS SH/SSLC facility infrastructure within the Electrical Distribution, Control Systems, and Power Infrastructure framework. Works as a part of a facility support team, under general supervision, with moderate latitude for the use of initiative and independent judgment.
Essential Job Functions (EJFs):
Reviews plans and blueprints of incoming electrical engineering designs, one-line diagrams, distribution network maps, riser layouts, and fault current calculations to check for full alignment with the National Electrical Code (NEC) and structural constraints. 30%
Coordinates troubleshooting and diagnostics of electrical systems operations as a subject matter expert for facilities to guide in efficient and safe electrical system operations. 30%
Coordinates critical emergency troubleshooting and diagnostics of restoration operations during primary power drops, subpanel failures, phase imbalances, or industrial safety trips to bring infrastructure back online safely. Maintain 24/7 on-call availability to serve as a technical advisor for building and building-system issues and failures; provide immediate telephone troubleshooting and technical guidance to on-site maintenance staff and facility management; assist in identifying readily available vendor resources; and promptly notify M&C and Business Operations management of major incidents while providing clear status updates and resolution information. 10%
Audits submittal packages and the technical submittal lists, equipment cut sheets, switchgear configurations, and transformer ratings to ensure electrical components meet design footprints and ampacity allowances before installation. 10%
Performs field quality assurance inspections and formal field verification of low, medium, and high-voltage setups, grounding systems, structural conduit pathways, motor control centers (MCCs), and transfer switches for safe code compliance. 10%
Represents the agency with design engineers and contractors to address schematic errors, issue compliance corrections, and sign off on safe system completions. 10%
Knowledge, Skills and Abilities (KSAs):
Knowledge of: construction project management guidelines and practice applicable to moderate scope projects. Knowledge of electrical code and field applicability of installations; familiarity of local, state and federal laws and regulations relevant to the project assigned.
Skill in: and knowledge in construction project management monitoring; high, medium, and low-voltage electrical installations and operations; ability to understand and address changes in scope and budget. Shows proficient skill in the use of personal computers and applicable programs, applications and devices.
Ability to: exercise sound judgment in making recommendations for critical decisions, to analyze complex information and develop plans to address identified issues, to demonstrate negotiation and facilitation skills and to identify project risks. Ability to understand construction process, electrical system operations, and different construction procurement methods, to prepare reports and organize project documents, to communicate effectively and to coordinate the work of others.
Registrations, Licensure Requirements or Certifications:
Must hold a current, active State of Texas Journeyman Electrician License or Master Electrician License issued by the Texas Department of Licensing and Regulation (TDLR). Prefer International Code Council (ICC) Commercial Electrical Inspector or Electrical Plans Examiner Certification; specialized certification in NFPA 70E Standard for Electrical Safety in the Workplace; or safety training in medium-voltage splicing techniques.
Initial Screening Criteria:
1. Minimum of ten-years of experience performing services as an electrician or electrical superintendent for a contractor, owner representative, or an owner.
2. Experience in reviewing electrical plans and specifications.
3. Experience with projects local, state, and federal, healthcare, or non-profit entity is preferred.
4. Experience using project management software/tracking databases is preferred.
5. Certification as a Certified associate in project management (CAPM) or Project Management Professional (PMP) is preferred.
Additional Information:
This position may have an opportunity for mobile work part-time. The candidate will attend new employee orientation and manage administrative functions through their designated headquarters or in Austin. There is no guarantee of permanent mobile work, employees must meet eligibility requirements in accordance with agency policy, and any mobile work options are subject to change. A mobile work employee will not be reimbursed for travel from the employee's residence to their designated headquarters.
