## Job Summary

We are seeking an experienced **Senior IT Project Manager** to lead a large-scale **Electronic Health Record (EHR) implementation** supporting multiple healthcare locations and clinical teams across Pennsylvania.

This position requires a senior-level project management professional with significant experience managing **EHR/EMR implementations, healthcare IT initiatives, health informatics projects, and complex enterprise technology programs**.

The ideal candidate will have direct experience implementing a new EHR environment for an organization transitioning from **paper-based medical records or charting processes to an electronic system**.

The Project Manager will provide leadership throughout the complete project lifecycle, including planning, requirements coordination, implementation, testing, organizational readiness, training, deployment, transition to operations, and post-implementation support.

This position requires strong stakeholder management, vendor coordination, risk management, organizational change management, and technical project leadership capabilities.

## Key Responsibilities

* Lead the implementation of a new **Electronic Health Record (EHR) system** across multiple healthcare facilities and clinical departments.

* Manage the transition from paper-based clinical documentation processes to an electronic health record environment.

* Lead the project from initial planning through implementation, stabilization, operations, and maintenance transition.

* Develop and maintain comprehensive **Project Management Plans, project schedules, milestones, deliverables, dependencies, and resource plans**.

* Manage all phases of the project lifecycle, including:

* Initiation

* Planning

* Execution

* Monitoring and controlling

* Project closure

* Establish project governance processes and ensure appropriate participation from business, clinical, technical, and vendor stakeholders.

* Manage complex technical initiatives involving multiple IT teams, business units, healthcare stakeholders, and external vendors.

* Coordinate project activities involving application development, infrastructure, networking, security, data, informatics, solution management, service management, and other technical teams.

* Manage project scope, timelines, budgets, resources, deliverables, and quality requirements.

* Track project progress against established schedules and take corrective action when milestones or deliverables are at risk.

* Develop project estimates related to planning, analysis, design, development, testing, implementation, and business process reengineering.

* Work with technical and functional team leads to review and revise estimates when necessary.

* Ensure project estimates and significant changes receive appropriate stakeholder approval.

* Identify project dependencies and coordinate work across multiple project teams.

* Facilitate discussions between technical teams, business stakeholders, healthcare professionals, and vendors.

* Serve as the primary point of contact for project-related questions, escalations, risks, and issues.

## EHR Implementation Responsibilities

* Manage the complete implementation of an enterprise **EHR/EMR platform**.

* Coordinate clinical, operational, technical, and vendor workstreams associated with EHR deployment.

* Support workflow analysis and redesign as clinical operations transition from paper-based processes to electronic workflows.

* Coordinate requirements gathering involving clinicians, healthcare administrators, informatics teams, and technology personnel.

* Ensure business and clinical requirements are accurately incorporated into the EHR implementation.

* Coordinate system configuration, integration, testing, training, deployment, and transition activities.

* Coordinate system testing with appropriate technical and business resources.

* Manage readiness activities before system deployment.

* Develop plans for transition from implementation activities into ongoing system operations and maintenance.

* Assist stakeholders with identifying workflow, technology, training, and operational impacts resulting from implementation.

## Organizational Change Management

* Incorporate **Organizational Change Management (OCM)** principles into project planning and implementation.

* Evaluate the organizational impact of transitioning healthcare locations and clinical personnel to a new EHR.

* Work with stakeholders to identify potential resistance, workflow changes, training requirements, and adoption risks.

* Develop communication, training, and stakeholder engagement strategies.

* Plan and coordinate training and orientation sessions.

* Support users and leadership during organizational and technology transformation.

* Promote adoption of new systems, processes, and clinical workflows.

## Risk & Issue Management

* Identify, document, monitor, and manage project risks, issues, assumptions, and dependencies.

* Maintain comprehensive **RAID/RAID+ logs**.

* Develop risk mitigation and contingency strategies.

* Proactively identify potential project challenges before they affect schedules or deliverables.

* Escalate critical risks and issues to appropriate leadership.

* Track identified risks and issues through resolution and closure.

## Project Governance & Reporting

* Prepare regular project status reports for project teams, leadership, sponsors, and key stakeholders.

* Maintain project dashboards, metrics, action items, risks, schedules, and deliverable tracking.

* Provide executive-level project updates and recommendations when required.

* Capture and report required project management metrics.

* Analyze project performance metrics and recommend improvement measures.

* Schedule and facilitate project status meetings, stakeholder reviews, quality reviews, and project management inspections.

* Ensure project documentation is complete, current, organized, and accessible.

* Establish and maintain project collaboration environments using tools such as **SharePoint and Microsoft Teams**.

## Scope & Change Management

* Develop and maintain project scope documentation.

* Ensure all project scope changes follow established change-management procedures.

* Assess changes for impact on budget, resources, schedule, quality, and project objectives.

* Maintain documentation of approved project changes.

* Communicate approved changes to affected stakeholders and project team members.

## Stakeholder & Vendor Management

* Build and maintain productive relationships with executives, clinical stakeholders, technology teams, program leadership, and external vendors.

* Facilitate communication among stakeholders with different technical and operational backgrounds.

* Coordinate vendor activities and ensure vendor deliverables meet project requirements.

* Resolve conflicts and facilitate agreement when technical or business priorities differ.

* Communicate project objectives and explain how individual work assignments contribute to successful project delivery.

## Required Qualifications

* **7–9 years of relevant IT Project Management experience**, including responsibility for large and complex technology initiatives.

* Demonstrated experience managing a **new EHR implementation**.

* Experience implementing an EHR where the organization was transitioning from a **paper-based charting or medical records environment**.

* Strong experience with **EHR and/or EMR systems**.

* Experience working with **health IT, healthcare information systems, and/or health informatics**.

* **Active Project Management Professional (PMP) certification from PMI.**

* PMP certification must have been held for a **minimum of 5 years**.

* At least **7 years of experience managing complex technical initiatives** involving multiple IT teams and vendors.

* Strong knowledge of PMI project management methodologies and the five major project management process groups.

* Experience managing projects involving delivery cycles of approximately **8–12 months or longer**.

* Experience developing and managing detailed project schedules, project plans, milestones, budgets, and deliverables.

* Strong experience with project risk, issue, dependency, and change management.

* Experience coordinating software testing, implementation, deployment, and transition activities.

* Strong stakeholder and executive communication skills.

* Demonstrated ability to manage multiple teams and workstreams simultaneously.

* Strong analytical, organizational, problem-solving, and decision-making capabilities.

## Preferred Qualifications

* Experience supporting **public health programs or public-sector healthcare initiatives**.

* Experience working with state or local government healthcare organizations.

* Experience with **Organizational Change Management (OCM)** involving multiple independent stakeholder groups.

* Experience managing enterprise healthcare technology transformation initiatives.

* Familiarity with clinical workflows and healthcare operations.

* Experience working with clinical staff, health informatics teams, application teams, data teams, security teams, networking teams, and vendors.

* Experience with business process reengineering associated with healthcare technology implementations.

## Location Requirements

Candidates **must currently reside in Pennsylvania**.

This is a hybrid position requiring the selected candidate to work from the **Harrisburg, Pennsylvania office approximately two days per week as requested**.

Candidates must also be available to participate in occasional off-site meetings at healthcare locations within Pennsylvania when required.
