Overview:
- The Virginia Department of Health (VDH), Office of Information Management (OIM), is seeking two Business Analysts to support enterprise-wide web application initiatives, Pharmacy projects, VASE+, and .NET maintenance applications.
- The role involves business requirements analysis, process documentation, project coordination, application enhancements, testing, Agile activities, troubleshooting, and technical and customer-facing documentation.
- Business Analysts will collaborate with business stakeholders, technical teams, project managers, and state and federal partners.

Job Description:
- Gather and document business requirements for new initiatives, system enhancements, and application needs.
- Document current and future-state processes, gap analyses, user stories, acceptance criteria, process flows, and feasibility studies.
- Facilitate Agile ceremonies, including daily stand-ups, sprint planning, backlog grooming, and retrospectives.
- Conduct project meetings, demonstrations, and training sessions.
- Present requirements to technical and business teams for validation.
- Participate in functional testing, system integration testing, and User Acceptance Testing (UAT).
- Develop test plans, test scenarios, test results, user guides, training materials, and technical documentation.
- Collaborate with development, infrastructure, and support teams to resolve cross-functional issues.
- Support project managers with RFP/SOW reviews and Agile tool management.
- Use Microsoft Office, SharePoint, Teams, GitLab, Microsoft Project, and Visio.
- Support Pharmacy projects, VASE+, and .NET maintenance applications.
- Manage multiple concurrent priorities and take ownership of assigned projects.
Responsibilities:
- Lead business analysis activities from requirements gathering through implementation and maintenance.
- Translate business needs into clear requirements and actionable documentation for technical teams.
- Analyze business processes and identify gaps, improvements, and system needs.
- Support Agile project delivery and coordinate with project stakeholders.
- Coordinate application testing and UAT activities.
- Track issues and assist technical teams with cross-functional problem resolution.
- Prepare project, technical, customer-facing, and training documentation.
- Support application upgrades, enhancements, and new development initiatives.
- Apply Waterfall, Iterative, and Agile methodologies appropriately based on project needs.
- Use SQL, PL/SQL, Oracle databases, Oracle APEX, and Microsoft .NET to support business and application analysis.
- Communicate effectively with business users, technical teams, project managers, and external partners.
- Perform other related duties as assigned.
Minimum Qualifications:• 7+ years of business analysis experience, including requirements gathering and documentation.
- 7+ years of experience with process mapping, feasibility studies, system documentation, and customer engagement.
- 7+ years of experience with SDLC and multiple project management methodologies, including Waterfall, Iterative, and Agile.
- 7+ years of experience managing multiple concurrent priorities independently.
- 7+ years of SQL, PL/SQL, and Oracle database experience.
- 7+ years of web application experience with Oracle APEX and Microsoft .NET.
- 7+ years of experience blending project methodologies appropriately to fit project and business environments.
- 5+ years of experience facilitating Agile ceremonies.
- 7+ years of strong analytical, problem-solving, planning, organizational, and communication skills.
- Ability to work independently and collaboratively with business and technical teams.
- Bachelor's degree in Information Technology, Information Systems, Computer Science, or equivalent experience.
- Must be legally authorized to work in the United States without employer sponsorship, now or in the future.
- Must physically reside within the United States for the duration of the assignment.
Preferred Qualifications:• 5+ years of healthcare information systems experience.
- 5+ years of familiarity with Commonwealth of Virginia SEC 501.
- 5+ years of experience with RFP development, .NET applications, and system upgrades/interface design.
- Experience supporting Pharmacy or healthcare-related technology initiatives.
- Experience working with state or federal partners.
- Experience with VDH or other Commonwealth of Virginia IT environments.
Compensation:
- Pay Rate: $36–$56/hour.
- Contract Type: 1099 Contract.
- Benefits: No benefits are provided with this 1099 Contract role.
- Expenses: Not reimbursed.
Schedule:
- Full-time contract assignment from October 5, 2026 through June 30, 2027.
- First 30 days: Required onsite five days per week.
- After the first 30 days: Required onsite at least three days per week based on performance and business needs.
