Position Overview

Hive Group, a HUBZone-certified SDVOSB and multiple award-winning organization, delivers innovative solutions to address complex, mission-critical program challenges for the federal government. We are seeking a highly analytical and strategic Program Manager / Senior Financial Analyst to serve as designated Key Personnel supporting the TSA Law Enforcement Officer Reimbursement Program (LEORP). In this dual-function role, the candidate will act as the primary contractor interface with the COR and Government task leads. 

This position is contingent upon contract award.

The primary mission is to oversee program operations, lead team workload execution, and manage financial and reimbursement operations for over 200 airport law enforcement partner agencies nationwide.

Location: This position requires personnel to be at the government site located at 6595 Springfield Center Drive, Springfield, VA 22150 and/or at Hive Group Headquarters located at 1785 Greensboro Station Pl. Suite 700 McLean VA 22102. 

Key Responsibilities & Duties

Program Management & Client Interface (Key Personnel)

  • Serve as the primary contractor Point of Contact (POC) for the Contracting Officer Representative (COR), Contracting Officer (CO), and Government Task Leads.
  • Provide day-to-day management, assignment of tasks, workload prioritization, and due-date tracking for contractor team personnel.
  • Ensure timely, accurate, and compliant execution of all assigned SOW requirements. 
  • Prepare for and participate in the Post-Award Conference (within 10 days of award) and participate in Quarterly In-Person Program Management Reviews (PMRs).
  • Produce and deliver the Monthly Contract Status Report (MCSR) highlighting accomplishments and risks within the first 5 business days of each month.
  • Promptly notify the COR of any operational issues, potential performance delays, or risks on a same-day basis.

Lead Financial Specialist & Reimbursement Operations

  • Manage budget planning, presentation, tracking, analysis, and execution support for LEORP.
  • Oversee and conduct the intake, tracking, verification, review, and analytical processing of monthly reimbursement invoices from over 200 airport law enforcement partner agencies.
  • Monitor funding availability, obligation balances, burn rates, projected reimbursement needs, and closeout actions across assigned program lines.
  • Perform monthly, quarterly, and year-end financial activities, including invoice aging reviews, accruals, obligation reviews, payment coordination, and financial reconciliations.
  • Review invoice data for complete compliance against approved agreements, funding parameters, rates, dates of service, and guidelines; flag and resolve discrepancies or calculation errors.
  • Ensure strict financial data integrity, standardized recordkeeping, appropriations controls, and audit readiness across program databases and financial tracking tools.
  • Prepare financial summaries, status reports, dashboards, spreadsheets, and management briefings.
  • Develop and update Standard Operating Procedures (SOPs), templates, desk guides, and internal controls to optimize financial operations.

Qualifications

  • Minimum of a Bachelor’s Degree (BS/BA) from an accredited university.
  • Minimum: Bachelor’s degree and 12 years of total professional experience, including at least 4 years of specialized experience in federal government budget, finance, financial management, or closely related subject matter. experience in federal government budget, finance, and financial management operations.
  • Desired: 12 years of total experience with 8+ years of specialized federal government budget and finance experience. 
  • Technical Skills:• Advanced proficiency in the Microsoft Office Suite, with demonstrated advanced skillset in Microsoft Excel (complex formulas, financial modeling, data consolidation).
  • Working knowledge of federal budgeting processes, financial management rules, appropriations controls, and accounting procedures.
  • Core Competencies: Exceptional multi-tasking, analytical, organizational, and workload management skills.

Clearance & Security Requirements

  • Background Check: Must be able to successfully complete and obtain a favorable TSA Enter-On-Duty (EOD) Suitability Determination and Public Trust Background Investigation prior to commencing work.
  • Citizenship: U.S. Citizenship (or permanent resident alien status as approved) is required for access to TSA systems, facilities, and Controlled Unclassified Information (CUI).
  • Non-Disclosure & Compliance: Must execute a DHS Form 11000-6 Non-Disclosure Agreement (NDA) and comply with all Sensitive Security Information (SSI) handling and cybersecurity policies.

Compensation and Benefits

The estimated base salary range for this position is $130,000 to $160,000 annually. This range represents Hive Group’s good faith and reasonable estimate of expected compensation at the time of this posting. Because this opportunity is tied to contingent project requirements, the final scope and budgetary parameters remain subject to change as project details clarify. Actual starting salary decisions are individualized and influenced by several factors, including but not limited to contract funding, geographic location, and a candidate's specific combination of education, training, skills, certifications, competencies, and relevant work experience.
