Role Overview

The Product Manager will lead and manage Tosca test automation as a shared capability across selected on-premise systems operating in secure environments.

The role is responsible for the Tosca automation strategy and roadmap, adoption priorities, stakeholder engagement, licence utilisation, implementation standards, governance, and measurable outcomes. The Product Manager will also lead a team of Software Quality Engineers (SQEs) to drive Tosca adoption and uplift testing capabilities across selected systems.

The role will work closely with project teams, vendors, and system owners to ensure the controlled and sustainable adoption of Tosca in alignment with HDB's quality, security, and governance requirements.

Key Responsibilities

  • Define and maintain the Tosca product roadmap, adoption priorities, and implementation approach in line with ISG quality objectives.
  • Identify suitable systems, test scenarios, and regression areas where Tosca automation can deliver measurable value.
  • Plan and manage the transition from manual testing to automation, with Tosca as the primary tool for priority systems.
  • Evaluate alternative automation tools where they are better suited to specific technology stacks or testing requirements.
  • Lead, manage, and coach a team of SQEs supporting Tosca adoption, automation implementation, testing capability uplift, and quality improvement.
  • Track and report Tosca adoption, licence utilisation, automation coverage, benefits, risks, and recommendations to management and stakeholders.
  • Establish Tosca usage standards, reusable automation assets, naming conventions, evidence capture practices, and governance checkpoints.
  • Review test artefacts, automation assets, and evidence records to ensure they are reusable, maintainable, and aligned with automation objectives.
  • Manage Tosca usage within secure environments, including setup constraints, access arrangements, and compliance with security protocols.
  • Drive structured test design practices to improve automation readiness, including reusable test cases, test data requirements, and traceable expected results.
  • Collaborate closely with HDB ISG QM to align Tosca adoption with organisational quality objectives.
  • Provide regular progress, performance, risk, and outcome updates to management and key stakeholders.

Essential Requirements

  • Minimum 10 years of experience in software testing, quality assurance, test automation, or product/platform management for enterprise systems.
  • At least 3 years of experience leading an automation strategy, roadmap, automation platform, testing service, or equivalent capability across multiple stakeholders.
  • Experience managing, coaching, or providing work direction to SQEs, testers, or quality engineers.
  • Strong hands-on experience with Tricentis Tosca test automation.
  • Experience designing reusable test cases, maintaining automation assets, and supporting automation execution.
  • Strong understanding of test management methodologies, software delivery practices, Agile ways of working, and automation readiness.
  • Ability to prioritise automation requirements, balance stakeholder needs, and translate testing challenges into a practical automation roadmap.
  • Ability to define automation adoption metrics and communicate progress, benefits, risks, and issues to management and project teams.
  • Experience supporting enterprise systems within Singapore's public sector or comparable secure and regulated environments.
  • Proficiency in test management and defect tracking tools such as Jira.

Good to Have

  • Degree in Computer Science, Information Technology, Engineering, or an equivalent discipline.
  • Professional testing certification such as ISTQB, CSTE, or equivalent.
  • Tricentis Tosca Architect certification or equivalent advanced Tosca certification.
  • Experience implementing or supporting Tosca within government cloud or secure environments such as Government Commercial Cloud (GCC).
  • Experience integrating test automation with CI/CD tools and pipelines.
  • Experience with API test automation.
  • Experience with complementary automation tools and frameworks such as Playwright, Selenium, Cucumber, Karate, or Postman.
  • Experience tracking automation delivery, coverage, execution results, risks, benefits, user feedback, licence utilisation, and operational support issues.
  • Experience in Singapore government or public sector IT projects.
  • Knowledge of performance, security, and other non-functional testing practices.
