The Role:

The Supply Chain function in UÉ manages the end-to-end strategic procurement process through Supply Chain Category Management, Supply Chain Capital Delivery, and Supply Chain Operations.

The Supply Chain Tender Delivery team structure in Uisce Éireann is a specialized model with distinct focus on standardized, efficient execution of Direct, Indirect and Capital tenders, contracts and Oracle P2P activities in line with internal PD02 PD03 compliance obligations and external EU Procurement Regulations. The team provides Public Procurement leadership for specific category areas across Uisce Éireann and is responsible for mentoring, developing and cross training team members throughout Tender Delivery, to maximize capacity for effective delivery of the Supply Chain Demand Plan. Additionally, they are accountable for procurement compliance.

Reporting to the Procurement Systems & Process Lead, the Contracts System Analyst will be responsible for the contract’s management process for Supply Chain and for completing Oracle compliance activities.

Main Duties and Responsibilities:

  • Responsible for managing Oracle contracts that support the business in tracking and reporting Uisce Eireann’s spend under contract.
  • Subject matter expert on the contract systems and processing, working closely with the supply chain teams to ensure accurate contract spend reporting is achieved.
  • Fulfil the ongoing management of contracts through their lifecycle registering on Oracle and ROS as appropriate
  • Provide the relevant stakeholders with accurate information regarding the monitoring and reporting of CPA/BPA performance and continuous adherence to performance standards for Uisce Eireann and in line with internal policies PD02/PD03.
  • Liaises with the business to ensure the appropriate controls are in place to manage spend accuracy against contract
  • Maintain and update contracts as a result of amendments or extensions of contracts
  • Maintain contract purchase agreement data quality on the system daily to ensure a smooth P2P process is maintained
  • Responsible for escalating near-term and overdue contracts as they occur and pro-actively ensure that the contract renewals are initiated in a timely manner
  • Conduct business sign-off on UAT testing on PCM, Unifier and Oracle systems as well as liaising with the Maximo team on CPA/BPA creation and testing.
  • Act as point of escalation for PCM and Unifier query resolution and support the IT management of PCM and Unifier systems along with the support of IT Middleware team as PCM is being phased out.
  • Point-of-contact in respect of inventory and resolution of operational issues including Oracle Store (BPA) and Contract Purchase Agreement (CPA) maintenance
  • Run all month-end reports in a timely manner and close any issues raised
  • Maintain a consistent high-quality service to the organisation and proactively seek feedback on the service provided
  • Ability to anticipate and proactively manage issues and solve problems
  • Manage workload and training requirements for contracts admin support on the team
  • Point of escalation for contracts administration team
  • Manage team members as the team increases, including performance management and training requirements.
  • Other duties as may be required from time to time

General Duties and Responsibilities

  • Collaboration with key internal stakeholders across the UÉ business, including but not limited to, Supply Chain, Contract Managers, Maximo delivery team, Unifier delivery team, IDD and Asset Operations.
  • Responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives and requirements to the highest industry standards.
  • Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation-wide objectives.
  • Conducts duties and responsibilities in accordance with Uisce Éireann’s Information Security policies, standards, processes and controls to protect the confidentiality, integrity and availability of UÉ business information and delivery of critical services, in accordance with the NIS Directive and any other relevant cybersecurity regulation.
  • Other duties as required.

Knowledge, Skills and Experience:

  • Familiarity with ERP systems, particularly Oracle is essential
  • Intermediate experience with MS Excel or equivalent is essential.
  • Experience with Contract Management Systems and digital purchase agreements or equivalent is desirable.
  • Relevant third level qualification and or accreditation is desirable
  • A minimum of 3 years’ Experience in the water, utilities or similar industries is desirable and or relevant experience
  • Ability to develop and maintain effective partnerships with key stakeholders internally and externally
  • Proven track record with dealing with complex issues, proactively and in a timely fashion along with the ability to communicate information to others
  • Highly motivated individual, working to the highest professional standards and with proven ability to deliver results within a team.
  • Strong analytical skills and ability to identify and analyse problems and potential improvements, and propose and implement solutions
  • Demonstrate adaptability and the ability to change focus and direction in line with business strategy and requirements
  • Proactively identifying new areas of improvement and using newly gained knowledge and skill on the job
